Decision to transition from in-person training to online training due to the COVID-19 pandemic
The Japan Cooperation Center for the Petroleum Industry (hereinafter referred to as JCCP, honorifics omitted) is an organization established in 1981 with the aim of enhancing friendly relations through technical cooperation and human exchange with oil-producing countries, and contributing to the stable supply of oil in Japan. It conducts various projects such as accepting trainees from oil-producing countries, developing industrial infrastructure, inviting overseas dignitaries related to oil, and hosting international conferences.
Among these, the human resource development project has invited over 25,000 engineers and management personnel from more than 50 countries, including the Middle East, Asia, and South America, to Japan since its establishment. This project activity involves learning Japanese technology and knowledge through various group training sessions, deepening understanding of Japan itself.
In 2020, as the spread of the novel coronavirus made it difficult to enter the country from abroad, JCCP immediately decided to transition from in-person training to online training. Using online meeting tools, we adopted a live streaming format that allows instructors and participants to converse in real-time. We decided to prepare training materials for online training based on the materials used in in-person training. There are over 300 materials created by about 10 instructors for the training. While we rushed to prepare and wanted to start as soon as possible, we also faced challenges such as wanting to upgrade the content and presentation, and figuring out how to utilize the materials created for in-person training in an online format.
I want to create training designs and training materials suitable for online use
In-person group training and online training differ significantly in terms of training design and class management. For example, in an in-person setting, the instructor can progress the lecture while observing the participants' reactions, but in an online setting, even with the camera on, it is difficult to notice the finer details. Additionally, all participants in the JCCP training reside overseas, so the circumstances of online training differ from the group training that was previously conducted in person in Japan.

Key Points of the Proposal
Contract after inquiries and proposals
In July 2020, we received an inquiry and implemented a proposal in the same month. In August, we signed the contract and kicked off the project.
As an urgent issue, we received a request stating, "I want to quickly understand the key points for creating teaching materials in order to start online training sequentially from October," so we decided to prepare a seminar for instructors.
Introduction to the Key Points of Creating PowerPoint Materials
Two weeks later, an online seminar was held for about 10 instructors on the topics of "Key Points of Online Training Design" and "Key Points of Creating PowerPoint Materials." After reviewing several pre-prepared materials provided in advance, the following content was covered in the seminar.

After grasping the tips for creating teaching materials in the seminar, we started online individual guidance so that you can freely consult about issues related to material creation.
We provided more practical advice while looking at the teaching materials you sent us in progress.
Create a new design for the teaching materials (PowerPoint) and unify them
Alongside the seminar, we will conduct "PowerPoint Template Design Creation."
We will create the design after discussing your requests regarding the "base color" and "overall taste (such as a pop feel or a calm feel)." We will also prepare materials that are easy for instructors to use, such as "creation samples" and "color samples" using parts of the teaching materials in progress.
Additionally, we provided support for material creation upon request, even beyond teaching materials (e.g., creating informational materials for the JCCP-hosted forum).
Introduction to the 10 Points Instructors Should Keep in Mind for Online Training
In February 2021, we held our second seminar. The instructor, who is also a member of the ATD International Member Network Japan, introduced useful advice and techniques for online training, incorporating the latest information from overseas.
Additionally, we presented case studies on the use of e-learning, VR, and videos as helpful information for further developing online training in the future.
